Shower Faucets aren't what they used to be

I swear, I think as things allegedly get better, they actually get worse. We had a little plumbing problem, so we called a plumber to fix it. He said we needed to look at new shower faucets for two of our bathrooms.

We told him to go ahead and replace them with decent faucets, but not too expensive. He did the work and left. I thought they looked nice and didn't give it anymore thought until that night when I took my shower. It was terrible! I felt like I was standing outside under sprinkling rain.

I called the plumber back and he said it contained a "water saver". I asked him if he could come take out the water saver part and he told me, "No." He claims it is illegal for him to do that. Illegal???? So, now Uncle Sam is in my bathroom telling me how much water I can use?
